Priority support is also available with Premier Developer Support plans. Are you not able to it back to turn off the password? Is the toggle greyed out? If so, who is the Admin for the associated account?
I am able to turn on and turn off the toggle but the issue is not everyone knows about this setting. So is there any way using api or something else I can able to download the recording without passcode or make toggle turn off using api?
I do not believe you can turn it off via API; you can just update the password requirements with either of these endpoints:.

The Zoom platform provides a few ways to manage your recordings. You can use our API to manage your recordings post meeting or you can use our webhooks to get alerted when recordings are ready. We provide many webhooks but we'll be focusing on just a single webhoook for the purposes of managing our recordings.
We're starting with webhooks because they will give us an easy way to be notified when recordings are ready on our account. Once you have your webhook setup you will be able to receive an event every time a recording is completed on your account. You should test this out for yourself but to make it easier, we'll just show you what that looks like. For an example, see our All recordings have completed event documentation.

Uncheck the option to publish to the marketplace. Select a "Webhook Only" app as your type. Click next and setup your webhook details.
